Define the approval question
A performance-based tender should tell bidders what result the plant must achieve and how it will be measured. It should not reward the highest charge label, a single dry-cake result or a price comparison that hides unlike active bases and treatment duties.
Identify the product code, representative sludge and operating constraint before requesting a commercial commitment.
Define the common duty
State sludge sources and variability, equipment, available make-down conditions and minimum output requirements. Identify mandatory receiving and handling constraints. The charge-selection record helps separate a sample-screen variable from a genuine fixed requirement.
Specify the sampling and normalization basis so one bidder is not judged on a different sludge load or a different definition of solids capture.
Separate qualification from commercial ranking
Require identified sample and production codes, preparation instructions and the proposed active basis. First establish technical acceptance; then compare delivered treatment cost using aligned results. Use the combined cost guide for chemical use and measured operational effects.
Keep estimated benefits visible as assumptions. A promise of lower hauling cost without representative cake and throughput data should not be scored as a demonstrated saving.
Write the release and review process
Define bench screening, machine trial, first-order acceptance and routine supply responsibilities. State who supplies feed, measurements and equipment access, and what happens when the feed lies outside the stated range.
Commercial and legal terms need appropriate review. The technical schedule should supply measurable evidence and clear boundaries rather than substitute an unsupported treatment guarantee for a controlled approval plan.
Challenge a favorable comparison
An award based only on cost per active kilogram can favor a grade requiring a higher accepted active dose. Conversely, ranking only a best cake reading can reward a slow run. Align treatment output and throughput before finalizing the commercial score.
Record the unresolved boundary with the trial result. An expected operating benefit is not a measured saving or an unrestricted product guarantee.
Keep the acceptance record
| Buying check | Evidence | Acceptance limit |
|---|---|---|
| Duty | Feed, equipment and methods | Common comparison boundary |
| Ranking | Accepted dose and measured cost | No single-number award |
| Release | Stages and decision owners | Order follows evidence |
Retain sample identity, measured preparation conditions and synchronized feed and outlet results. Use the record to distinguish an agreed product change from a change in sludge or equipment.
Prepare the supplier brief
Send tender duty, acceptance methods, available trial schedule, quantity range, destination and document requirements. Mark provisional inputs clearly and request a scoped recommendation with comparable commercial terms.
Send the evidence through the cationic emulsion sample and RFQ form. Confirm the offered code, availability, packaging and document scope with Gongyi Xinqi Polymer Co., Ltd. before ordering.
